In the members module,
when $force_double_opt_in is set to true,
the link in the email redirects to the ouch! page.

This is when using a fresh install of the framework and the module.

Does anyone else have this problem?

Have you set up an email?
Look at the Mailman module on the Module Market
In order for the email feature you have to set up an email client.
